My name\'s César Guerberoff, I\'m 28 and I\'m a musician from Córdoba, Argentina.
I write this mail because I\'m very insterested in getting my Romanian\'s nationality.
I\'m grandson of Romanian. My grandfather\'s name was Luis Guerberoff. He was born in Killia, Betsarabia, in 1904.
The Romanian\'s nationality is very complicated (impossible for me) to obtain from here, because in Romanian\'s Embassy they told me I must have the grandfather\'s original passport of his travel from Rumania to Argentina, and he travelled in 1908! I have never had that document.
What I want to ask you is: * if I can take the necessary steps to obtain my passport through you,
* or I can travel to Rumania for doing it myself.
* And I want to know if I can get my Romanian\'s nationality without the grandfather\'s original passport of travel, because I don\'t have that ticket.

With respect to what you requested, here is our answer:
People who were never Romanian citizens, but who\'s parents or grandparents have been Romanian citizens, according to art.10 from the Law of Romanian citizenship no.21/1991 republished, to which the birth certificate, the marriage and death certificates of the titular are added; if you do not have those documents, you can obtain them through the Romanian Embassy in Buenos Aires.
The persons born in The Republic of Moldavia can ask for the Romanian citizenship to be granted to them, according to art.10 from the Law of Romanian citizenship no.21/1991 republished, to which a written proof (certificate) from which it results that the birth place was on Romanian territory until the month of August 1940, or any other document from the Romanian authorities which can confirm that.
People who no longer hold identification documents or hold such documents which are expired for over 5 years, or civil state documents or of any other nature, issued by the Romanian authorities, can ask for their citizenship to be clarified. After the procedure of citizenship clarification, to those people, according to the Law of Romanian citizenship no.21/1991 republished, will be issued proof of Romanian citizenship.
Anyone who asks, needs to go in person to the Romanian Embassy in Buenos Aires. The documents are not accepted by mail, post or fax; they must be delivered to the Embassy in person.

Din cate vad, bunicul este nascut in 1904, in Chilia (In acel moment, IMHO, este sigur ca nu era cetatean roman)
Din cate stiu, cetatenia se re-confirma celor care erau cetateni romani intre 1918 si 1940.
Bunicul a plecat in Argentina in 1908, cu 10 ani inainte de unire.
Intrebarea mea este: bunicul a mai facut vreun demers, dupa 1908/1918/pana in 1940 pentru a dobandi cetatenia romana?
Daca da, DA, si atunci, trebuie sa existe ceva urme/cereri/confirmari/registre ale legatillor/MAE-ului roman, si acolo trebuie cautat.
Daca nu, NU…

Nascut in 1904, plecat in 1908, adica la 4 ani.
Sigur era pasaportul lui?
Sigur numele lui este cel care trebuie cautat? Sau al parintilor lui?

Feta mea s-a nascut in Romania si a parasit-o la 4 ani. Noi parintii suntem romani din tata in fiu si cu toate astea a trebuit sa-si redobandeasca cetatenia romana. E drept, la plecarea noastra din tara eu si fetita am pierdut cetatenia. Pe mine si sotul meu nu ne-a mai interesat redobandirea, nu mi-a trebuit niciodata in cei 26 de ani de cand suntem plecati.
In cazul fetei, este un drept al ei dobandit prin nastere. In privinta d-lui din Argentina indiferent care este motivul, daca este un drept al lui lasati-l sa-si satisfaca placerea.

Doar ca in Ambasada Romaniei din Buenos Aires suntem, probabil, reprezentati de aceleasi caractere cu durere-n brisca fata de orice solicitare ca in alte tari. Si atunci, saracul om e iluzionat degeaba, pus sa astepte luni de zile o hartie care nu ajunge nici in 10 ani. Mereu vor veni scuze, bla-bla si taca-taca. Si poate ca hartia depusa de acel domn a fost folosita sa-si aprinda careva o tigara. De ce nu-i spune cineva adevarul, si anume ca Romania e o tara frumoasa, dar din pacate locuita. Di din pacate, peste 80% din locuitorii ei sunt niste jeguri de persoane care doar otravesc aerul cu besinile lor. Sunt mai prejos decat animalele.
