Pentru 2008, Fiscul American va alege 10 agentii de colectare debite pentru recuperarea taxelor federale

Intrucat programul de colaborare dintre Internal Revenue Services [ Fiscul American ] si agentiile de colectare debite, program ce a debutat in 2004, si-a demonstrat eficienta, pentru anul 2008, IRS anunta faptul ca va extinde numarul agentiilor de colectare debite, selectate in urma unui extrem de dur proces de licitatie publica, de la 3 in 2007 la 10 .
Interesant este faptul ca, acestor agentii de colectare debite li se aloca un comision de succes de 25 % astfel incat acest program derulat in parteneriat cu IRS este extrem de profitabil si foarte vanat de membrii industriei nord-americane a colectarii debitelor.
Conform Fiscului American asa cum puteti citi aici , intrucat preocuparea principala este de a feri platitorii de taxe din US de eventuale proceduri agresive sau nelegale care ar fi utilizate de colectorii de debite, iata ce li se impune agentiilor de colectare debite care participa la licitatia organizata de IRS :
[1] toti colectorii de debite care vor fi alocati de catre agentia de colectare debite colaborarii cu Fiscul american, vor fi supusi unei investigatii extrem de amanuntite, iar  directorii ajung pana acolo incat sunt obligati sa  accepte  amprentarea anuala si o investigatie completa la fiecare cinci ani de zile; totodata  atat agentia de colectare debite, cat si proprietarii acesteia si colectorii de debite, trebuie sa aiba taxele si impozitele platite la zi catre Guvernul  american;
[2] Colectorii de debite , vor trebui sa prezinte CV-uri complete, din care sa reiasa faptul ca, nu au avut cazier, nu au avut implicari in activitati criminale, si atentie, nu figureaza cu istoric negativ in evidentele unuia din birourile de credit acreditate pe teritoriul USA, adica trebuie sa aiba un istoric al creditului ireprosabil;
[3] toti colectorii de debite, vor fi fotografiati, fata si profil, si pozele comunicate catre autoritatile federale si catre IRS, iar orice modificare in statutul lor salarial [ ca angajati ] trebuie comunicat in 24 de ore catre IRS;
[4] agentia de colectare debite care este aleasa de IRS trebuie sa lucreze numai de la birouri locate pe teritoriul USA si nu poate transmite nici un fel de data sau informatie in afara tarii catre nici un fel de persoana sau entitate; orice informatie dezvaluita cu incalcarea Privacy Act din 1975 atrage plata unei amenzi de 5000 usd sau 5 ani de inchisoare federala
[5] colectorii de debite care vor colecta taxe si impozite pentru IRS trebuie sa fie cetateni americani sau rezidenti cu drept pe munca pe teritoriul USA;

IRS Selects Three Firms to Take Part in Delinquent Tax Collection Effort

WASHINGTON — The Internal Revenue Service today awarded contracts to three firms to participate in the first phase of its private debt collection initiative.
The firms are:
The CBE Group Inc., Waterloo, Iowa.
Linebarger Goggan Blair & Sampson, LLP, Austin, Texas.
Pioneer Credit Recovery, Inc., Arcade, N.Y.
A total of 33 firms took part in the competitive bidding process that resulted in today's contract awards.
"The vast majority of states use private firms to help collect delinquent taxes. The new authority that Congress gave to the federal government allows us to use private firms as well," said IRS Commissioner Mark W. Everson. "We have carefully considered all of the concerns expressed about this project, which involves work traditionally done by the government. As a result, we are putting tough safeguards in place to protect taxpayer rights and privacy. We will be closely monitoring contractor performance to make sure they're following the law as well as our own internal standards."
To assist the IRS in its collection of back taxes, the 2004 American Jobs Creation Act authorizes the IRS to hire private firms to collect federal tax debts. This particular portion of the law was carefully crafted and includes several limitations to ensure the private firms will be subject to the same stringent taxpayer protection and privacy rules that IRS employees work under. In addition, private firms cannot subcontract the work. The IRS expects to assign uncollected liabilities to the firms beginning this summer.
The IRS has also developed its own guidelines for the private firms, including background checks on all private firm personnel associated with the project as well as a mandatory, IRS-directed training program for company personnel.
Private firms will not be authorized to take enforcement actions such as liens, levies or seizures.  In addition, private firms will not be authorized to work on technical issues such as offers in compromise, bankruptcies, hardship issues or litigation.  Rather, the IRS will assign to the private firms cases in which the taxpayer has not disputed the liability. The private firms will contact taxpayers to make payment arrangements.
"Redirecting relatively simple cases to private firms will permit the IRS to focus its existing collection and enforcement personnel on more complex tax issues," Everson said.
In the second phase of the private debt collection project, scheduled for 2008, the IRS intends to contract with up to 10 firms. Over the course of 10 years, the IRS expects the private firms to help it collect an additional $1.4 billion in outstanding taxes.

    Ar trebui ca si fiscul roman sa procedeze la fel !
    Sa vezi cum ar scoate banii patriciu sau altii ca el !
